A grand jury report says 15 deaths at Orange County jails might have been prevented if authorities had recognized that the inmates had physical or mental health problems but the Sheriff’s Department says the report is flawed.

City News Service says Monday’s report estimated that 44 percent of in-custody deaths could have been avoided if there hadn’t been delays in treatment and failures to identify risks.
