Cheaters are costing Bay Area transportation agencies and cities more than $60 million a year in lost revenue — and that is a low-ball estimate of the price of train riders and drivers who don’t pay their fair share of commuting costs.
Sneaking onto BART or Caltrain without buying a ticket, using paper plates — the covers that come with cars bought at a dealer — to avoid paying a bridge toll, skipping auto registration fees, or improperly using a disabled placard to park free at meters are all rampant, prompting new enforcement measures across the state.
